Laws of the game
- Law 13: Free Kicks
- 1) Types of Kicks
- Two types direct and indirect
- Awarded to opposing team of a player, sub, subbed player, sent off player or team official guilty of foul
- Indirect free kick signal
- Signaled with an arm directly above head
- remains until kick taken and ball touches another player, goes out of play or clear that goal cannot be scored from the kick
- If ref fails to signal indirect free kick and ball goes in goal, kick must be retaken
- Ball enters goal
- If direct free kick goal is awarded
- If indirect free kick goal kick is awarded
- If own goal from either kick corner kick is awarded
- 2) Procedure
- All kicks taken from place of foul, except:
- Indirect free kicks in opponents goal area are taken from nearest point on goal area line which runs parallel to goal line
- Defending team free kicks in goal area can be taken anywhere in the goal area
- Fouls involving a player entering, re-entering, or leaving the field without permission are from where play stopped. If a foul happens off the field, it is restarted from a point on the boundary line closest to where the foul occurred. If this is within the penalty area and it is a direct free kick a penalty kick is given.
- Any time the Law designates another place (Laws 3, 11, 12)
- The ball:
- Must be stationary and not touch the kicker until another player has touched it
- Is in play when kicked and clearly moved
- Until it is in play, all opponents must remain:
- 9.15 m (10 yds) from ball, unless on their goal line between goal posts
- Outside penalty area for free kicks inside the opponents’ penalty area
- When a wall is made by defending team with three or more players, attackers must remain 1 m (1 yd) from wall until ball is in play
- Free kick can be taken by lifting ball with foot or both feet simultaneously
- Feinting to take a free kick to confuse opponents is permitted
- If a player kicks the ball at an opponent to play the ball again play will be allowed to continue unless they, do it in a careless or reckless manner or use excessive force
- 3) Offenses and sanctions
- If an opponent is closer than the required distance then, the kick is retaken unless advantage can be applied. If a kicker chooses to take a quick restart and a player is closer than the required distance and intercepts it the play is allowed to continue. If an opponent deliberately prevents a quick restart that player is cautioned for delaying the restart of play
- If an attacker is closer to the wall than 1 m (1yd) that has three or more defenders in it an indirect free kick is given
- If an opponent is in the penalty area while the kicker is taking a kick because they didn’t have time to leave the play continues. If an opponent that is in the penalty area or enters the penalty area before the kick is taken, touches or challenges for the ball before it is in play then the kick is retaken.
- If the kicker has taken the kick and touches the ball again an indirect free kick is given. If the kicker commits a handball:
- Direct free kick is given
- If it was in the penalty area then a penalty kick is given unless it was the goalie, then an indirect free kick is given
- Law 14: The Penalty Kick
- Given if someone commits a direct free kick foul inside their penalty area or off the field as outlined in Laws 12 and 13
- Goal can be scored directly from it
- 1) Procedure
- Ball must be stationary on penalty mark and none of the goal can be moving
- Player taking kick must me identified
- Goalie must remain on goal line, facing kicker, without touching any of the goal until ball is kicked
- Other players must be:
- At least 9.15 m (10 yds) from penalty mark
- Behind the penalty mark
- Inside the field
- Outside the penalty area
- After everyone takes places according to this Law, ref signals for kick to be taken
- Must kick ball forward, can backheel but ball still must move forward
- Goalie must have at least part of one foot touching, or in line with, goal line when ball is kicked
- Ball is in play when it is kicked and clearly moves
- Kicker cannot play ball again until another player touches it
- Kick is completed when ball stops moving, goes out of play, or ref stops play for any foul
- If the kick is going to run over time, then extra time is allowed to take the kick (cannot end half or game without taking the penalty kick). When allowing extra time, kick is completed when the ball stops moving, goes out of play, is played by another player (including the kicker) other than the defending goalie, or the ref stops play for an offense by the kicker or kicker’s team after the kick is taken. If a player on the defending team (including the goalie) commits an offense and it is missed/saved, the kick is retaken.
- 2) Offenses and sanctions
- Once a penalty kick is signaled for it must be taken. If not taken the ref may take disciplinary action before signaling again for kick to be taken.
- If before the ball is in play, one of the following occurs:
- The player taking the kick, or a teammate offends:
- If the ball enters the goal, kick is retaken
- Ball does not enter goal, ref stops play and restarts with indirect free kick
- Except for the following when play will be stopped and restarted with an indirect free kick, regardless of if goal is scored or not
- Kick is kicked backwards
- Teammate of identified kicker takes kick, ref cautions player who took the kick
- Feinting to kick ball once the kicker has completed run-up (feinting in run up is permitted), ref cautions kicker
- Goalie offends:
- Ball enters goal, goal is awarded
- Misses goal or rebounds off posts, kick is only retaken if goalies’ offense clearly impacted on kicker
- Ball prevented from entering goal by goalie, kick is retaken
- If goalie’s offense resulted in retaking of kick, goalie is warned for first offense in game and cautioned for any offense in game
- A teammate of goalie offends:
- Ball enters goal, goal stands
- Ball does not enter goal, kick is retaken
- Player of both teams offends, kick is retaken unless player commits a more serious offense
- Both goalie and kicker commit offense at same time, kicker is cautioned and play restarts with indirect free kick for defending team
- If after penalty kick has been taken:
- Kicker touches ball again before another player touched it:
- Indirect free kick (or direct free kick for handball offenses) is awarded
- Ball is touched by outside agent as it moves forward:
- Kick is retaken unless ball is going into the goal and interference does not prevent goalie or defending player from playing the ball. If ball enters goal then goal is awarded even if contact was made unless interference was by the attacking team.
- Ball rebounds into field from the goalie, or posts of goal and then touched by an outside agent:
- Ref stops play
- Play is restarted with drop ball at position where outside agent touched it
- 3) Summary table

- No goal = indirect free kick
- Encroachment of defending player
- Goal = goal
- No goal = penalty retaken
- Encroachment of defending and attacking player

- No goal = Not saved - penalty not retaken (unless kicker clearly impacted); Saved – penalty retaken and warning for goalie; caution for any further offenses
- Goalie and kicker offend at same time
- Goal = Indirect free kick and caution for kicker
- No goal = indirect free kick and caution for kicker
- Ball kicked backwards
- Goal = Indirect free kick
- No goal = Indirect free kick
- ‘Illegal’ feinting
- Goal = Indirect free kick and caution for kicker
- No goal = Indirect free kick and caution for kicker
- Wrong kicker
- Goal = Indirect free kick and caution for kicker
- No goal = Indirect free kick and caution for kicker
